EU and Israel – the Case of Complicity

EU research funds have been a very important source of funding for Israeli academics, corporations, and state institutions, among them a number of military companies and those involved in illegal Israeli settlements. Although Israel is not an EU country, since 1995 Israeli applicants have been able to access EU research funds on the same basis as EU member states through the EU- Israel Association Agreement.

For many years European and Palestinian civil society and human rights organisations have been raising concerns over EU taxpayers’ money being channeled to Israeli companies and institutions accused of war crimes and involved in violations of international law and human rights.

Dates

May 14, 2018: Gaza people attacked viciously with maiming ammunitions and live fire, victims unarmed. Not the only day this has happened, but surely the most harmful and with worst consequences.

But violence did not stop the March of return or break the courage.

May 15, 1948: the Nakba for all Palestinians, seventy one years later the Palestinians are still suffering and struggling in Palestine and in the diaspora for their independence from occupation and for the ownership of their lives and country.

In these two dates we send our support and love to Palestinian people, and the wish for success of the struggle of the people of Gaza for dignity, freedom and return.

It is not rhetoric to link these dates, because the struggle of the March of return in Gaza is still ongoing and in the present is the highest message that is reaching the world for the liberation of Palestine.

For this aim it is still a duty of all the just people to support the March of return, keep alive the attention of the world on the people of Gaza, their struggle and sacrifices, and ask for justice and repair.

Long life to Gaza and long life for a free Palestine.

14 maggio 2018: la popolazione di Gaza attaccata brutalmente con munizioni mutilanti e fuoco vivo, vittime disarmate. Non è l’unico giorno in cui questo è successo, ma sicuramente il più dannoso e con le peggiori conseguenze.

Ma la violenza non ha fermato la marcia del ritorno o spezzato il coraggio.

15 maggio 1948: la Nakba per tutti i palestinesi, settant’anni dopo i palestinesi stanno ancora soffrendo e lottando in Palestina e nella diaspora per la loro indipendenza dall’occupazione e per la proprietà delle loro vite e del loro paese.

In queste due date inviamo il nostro sostegno e amore al popolo palestinese e il desiderio per il successo della lotta del popolo di Gaza per dignità, libertà e ritorno.

Non è retorica collegare queste date, perché la lotta della Marcia di ritorno a Gaza è ancora in corso e nel presente è il messaggio più alto che sta raggiungendo il mondo per la liberazione della Palestina.

Per questo scopo è ancora un dovere di tutte le persone giuste sostenere la Marcia del ritorno, mantenere viva l’attenzione del mondo sulla gente di Gaza, la loro lotta e sacrifici, e chiedere giustizia e riparazione.

Lunga vita a Gaza e lunga vita per una Palestina libera.

In Medical Aid for Palestinians (MAP)’s latest film, the family, colleagues and friends of 22-year-old first responder Abdallah al-Qutati, who was shot dead by Israeli forces last week, speak out about the circumstances of his killing and their demands for protection and accountability. Abdallah was the third health worker to be killed in Gaza since 30 March.

One year later, we4Gaza

One year ago we issued a call to the European Parliament and to the EU High Representative for foreign affairs to reconsider, actualize and enact the deliberations already previously approved that could grant the opening of the Rafah border under EUBAM, and to start collection of funds and issue a tender for the reconstruction of the port in Gaza.

The “humanitarian emergency” that led Gaza to be without medicines, sewage, commerce and jobs has been planned carefully and enacted harshly along years by Israeli.

We asked that Europe act to grant a port and stably opened borders. We did not call for the opening any other border under Israeli control. Under the claim of prevention of “dual use” (use of merchandise other than for civilian purposes) Israeli have reduced, prohibited, tricked and controlled the arrival in Gaza of everything along 11 years, eventually determining the present scarcity. Is this control that needs to be removed.

Our call was directed to Europe because of the potential through its previous deliberations for a port and for guarding the borders to rapidly activate the autonomous development for Gaza, liberating the people from the burden that the Israeli (and Egyptian) blockade impose.

We, one year later, acknowledge that, beside a joint meeting of the E.P. Subcommittee on Human Rights and Delegation for relations with Palestine, no priority was given to any of the actions for Gaza by the European High Representative, the European Commission or the Parliament.

Meanwhile, the blockade was aggravated further by the Israeli Government and through internal and proxy measures, the Rafah border was closed almost year long up to the second week of Ramadan (3rd week of June), UNRWA funds were cut by US, and it is menaced itself of closure and on the verge of having to cut educational and health services and food assistance to up to 80% of the Gaza residents. According to Israeli there is “no refugee issue” and no responsibility of providing by the sieging party.

Meanwhile, the Great March for Return has shown the will and determination not of few but of a generation of Gaza youth to take an unarmed path of political protest against the blockade, to request freedom. Unequivocally, and in unity, the population of Gaza is asking for autonomy and freedom to reach outside for commerce, study, work, visiting, developing.
It requests the lifting of the blockade without ambiguity. This is surely conflicting with the Israeli project of continuing to control every aspect of life in Gaza, as reflected also in the criminal aggression that confronted the people in the March.

Meanwhile, the situation evolved with the announcement by Israel Government of its will to solve the “humanitarian crisis”, and by US of the “deal of the century” for Palestine. The core issue on the agenda is the port for Gaza.
The way Israeli proposed to build a port does not include removal of the blockade, but charging its costs and responsibility on the international community, or on a coalition of willing parties while continuing the total control. It contains at the same time the potential, in similarity to the talks within the Oslo peace process, of consolidating its expansion and power even without building the seaport.

This cannot breed peace and development.
It is impossible to think of peace without justice and there is no justice without recognition of the Palestinians’ rights, their autonomy and the end of the siege of Gaza.
In this political context, a further standstill of decision by Europe, would be acceptance if not collaboration with the political and practical process of occupation by Israeli; a clear position must be taken rapidly to remove the blockade.

The Israeli claim is: “we want peace and we want to build a port to solve the humanitarian situation of Gaza”, but “we cannot trust in any foreigner’s hands the security of our country, we have to protect ourselves from the risk of dual use”, thus we have to be the exclusive controllers of the port. This imply continuation of the blockade.

The proposal of a port for Gaza it itself is no news; in time it was presented once and again, always to be cancelled. It was already part of the Oslo agreement (a port was even built and shortly destroyed by bombing), it had sunk into oblivion after Israeli opposed its reconstruction by Europe in the early 2000, it was resuscitated in 2011 by Israeli Minister Kahz, and it was one of the requests from Gaza at the armistice at the end of the 2014 attacks.

The proposal now seem designed to go ahead due to the support from allies who grant to foster, perfect and reinforce the legitimacy of the blockade. It couples the claim to fulfill an “humanitarian urgency” with pressure on the international community, under the condition that the Israeli will control the location and functioning of a port for Gaza.

There is no difference in (or the need for) a seaport when its rules of functioning will be the same as those of the existing the land borders, that enforced the blockade of Gaza for the last 11 years. Such a port would not relieve Gaza from the total, historically arbitrary and oppressive, most often punitive, when not openly criminal, control of Israel on the population.

In the Israeli plan for a port or in the proposal called “the deal of the century” by US (still to be fully unveiled), there is no promise of positive change for Gaza people or of substantial relief from the blockade does not mean that there is not a reason of profit for Israel and its allies.

The common denominators of the vented proposals of seaport for Gaza by Israeli and US, and other supporters, intertwine with each other:

1- In all the proposals the seaport is not on Palestinian land. The locations proposed being El Arish in Egypt, Cyprus or a in more creative version, a new artificial island ashore off Gaza. Security is claimed as the reason for these choices, but it emerges that it may not be the only reason, as below.

2-In all the proposals is requested that the expenses to build and run the seaport will be sustained by “international parties”; these may vary according to the proposed location of the seaport, suggesting that there would be an open tender to the best offer to support the Israeli’s continuing hegemony on Gaza and foster its extension in the Mediterranean. Israel will be the one to give ultimate permission to build a seaport, subject to forward political, practical control of the blockade of Gaza, and to acquire more profits and political power in the Mediterranean area at large.

3-In all the proposals the unique controller of the port will be Israeli, its rules prevailing over any international set of rules. Israel will be the one to determine the rules of function, decide who works there, who serves in the security, in the services etc. and, off course, what and who passes through, by a set of self-determined rules of sort. Since the expenses for this will be on the international community, this will thus legitimate these rules, analogous to those which rule now the land border of Gaza denying freedom for Gaza at any level.

The “deal of the century” indeed, from every point of view, but only for Israel.

We demanded one year ago, and continue to ask, that Europe takes the responsibility of the disasters that its blind support for Israeli governments have produced and continue to allow to be conducted in Palestine, and acts to restore the legitimate rights to freedom for the people of Gaza.

We asked that Europe will use mechanisms already in existence, that could most rapidly grant the self determination of the Palestinians as to what they commerce, who they commerce with, who will travel and who will return home.

We demanded a year ago, and still demand, that Europe acts towards the release of Gaza from the blockade by exercising equity towards the people of Gaza in agreement with international laws and UN deliberations.

Any other position, in the present circumstances would be collaboration to further the enslavement of Gaza people and the dissolution of Palestine.

And it is also highly the time that Europe shows to his own people that words so often used like “equity” and “concern for human rights” and “autonomy of the people” signify actions.

Un anno fa abbiamo rivolto un appello al Parlamento europeo e all’Alto rappresentante dell’UE per gli affari esteri perchè riconsiderassero, ed attualizzassero le deliberazioni già approvate in precedenza che potrebbero garantire l’apertura del confine di Rafah nell’ambito dell’EUBAM e perchè avviassero la raccolta di fondi per la ricostruzione del porto di Gaza.

La “emergenza umanitaria” che ha portato Gaza a non avere medicine, fognature, commercio e posti di lavoro è stata pianificata con cura e attuata duramente per anni da Israele.

Abbiamo chiesto che l’Europa agisse per garantire un porto e aprire stabilmente frontiere. Non abbiamo chiesto l’apertura di nessun altro confine sotto il controllo israeliano. Sotto la pretesa di prevenzione del “doppio uso” (uso delle merci per scopi diversi da quelli civili), Israele ha ridotto, proibito, e controllato l’arrivo a Gaza di tutti i prodotti per gli ultimi 11 anni, determinando infine l’attuale scarsità. È questo controllo che deve essere rimosso.

La nostra chiamata è stata indirizzata verso l’Europa a causa del potenziale presente nelle sue precedenti deliberazioni di costruire un porto e di custodire le frontiere, per attivare rapidamente ad uno lsviluppo autonomo di Gaza, liberando la popolazione dal peso imposto dal blocco israeliano (e egiziano).

Un anno dopo il nostro appello, riconosciamo che, oltre a una riunione congiunta dei Presidenti della Sottocommissione per i diritti umani e della delegazione per le relazioni con la Palestina, nessuna delle azioni per Gaza è stata considerata dall’Alto Rappresentante europeo, dalla Commissione europea o dal Parlamento.

Nel frattempo, il blocco è stato ulteriormente aggravato dal governo israeliano e, attraverso misure interne e proxy, il confine di Rafah è stato chiuso per quasi un anno fino alla seconda settimana di Ramadan (3a settimana di giugno), i fondi dell’UNRWA sono stati tagliati dagli Stati Uniti, ed è minacciata di chiusura e si trova sul punto di dover ridurre i servizi educativi e sanitari e l’assistenza alimentare che provvede all’80% dei residenti di Gaza. Secondo il governo israeliano non c’è “nessuna questione dei rifugiati” e nessuna responsabilità per la loro sopravvivenza da parte sua.

Nel frattempo, la Grande Marcia per il Ritorno ha mostrato la volontà e la determinazione non di pochi ma di una generazione di giovani di Gaza di intraprendere un percorso disarmato di protesta politica contro il blocco, per chiedere libertà. Inequivocabilmente, e unitariamente, la popolazione di Gaza chiede autonomia e libertà per svolgere commerci, studiare, lavorare, visitare, svilupparsi. Richiede la cancellazione del blocco senza ambiguità. Questa richiesta è sicuramente in conflitto con il progetto israeliano di continuare a controllare ogni aspetto della vita a Gaza, e ciò si è visto anche nell’aggressione criminale con cui ha affrontato la protesta dal marzo scorso.

Nel frattempo, la situazione si è evoluta con l’annuncio da parte del governo israeliano della sua volontà di risolvere la “crisi umanitaria”, e dagli Stati Uniti della “soluzione del secolo” per la Palestina. La questione centrale all’ordine del giorno è il porto di Gaza.
Il modo in cui Israele ha proposto di costruire un porto non include la rimozione del blocco, ma comprende l’addebito dei costi e delle responsabilità alla comunità internazionale, o una coalizione di alleati, mentre Israele continuerebbe ad avere il controllo totale. La proposta contiene allo stesso tempo il potenziale, in somiglianza con i colloqui all’interno del processo di pace di Oslo, di consolidare la espansione e potere israeliano anche senza costruire il porto marittimo.

Questo non può generare pace e sviluppo.
È impossibile pensare alla pace senza giustizia e non c’è giustizia senza il riconoscimento dei diritti dei palestinesi, della loro autonomia e della fine dell’assedio di Gaza.

In questo contesto politico, un’ulteriore sospensione della decisione da parte dell’Europa, sarebbe una accettazione se non una collaborazione con il processo politico e pratico di occupazione da parte di Israele; una posizione chiara deve essere presa rapidamente per rimuovere il blocco.

L’affermazione israeliana è: “Vogliamo la pace e vogliamo costruire un porto per risolvere la situazione umanitaria di Gaza”, ma “non possiamo fidarci delle mani di nessuno straniero per la sicurezza del nostro paese, dobbiamo proteggerci dal rischio dell’uso improprio delle merci, quindi dobbiamo essere i controllori esclusivi del porto. Ciò implica la continuazione del blocco.

La proposta di un porto per Gaza di per sé non è una novità; col tempo è stato presentato una volta ancora, sempre per essere cancellato. Era già parte dell’accordo di Oslo (un porto è stato persino costruito e distrutto dai bombardamenti), è caduta nel dimenticatoio dopo che Israele ha si è opposto alla sua ricostruzione da parte dell’Europa nei primi anni 2000, è stata riesumata nel 2011 dal ministro israeliano Kahz, ed è stata una delle richieste di Gaza all’armistizio alla fine degli attacchi del 2014.

La proposta ora sembra progettata per andare avanti valendosi del sostegno da parte degli alleati, che permette di favorire, perfezionare e rafforzare la legittimità del blocco. Accoppiate sono la richiesta di soddisfare una “urgenza umanitaria” ed il fare pressioni sulla comunità internazionale, con la condizione che lsraele controlli la posizione e il funzionamento di un porto per Gaza.

Non vi è alcuna differenza nello (e nessun bisogno di) avere un porto marittimo quando le sue regole di funzionamento siano le stesse delle esistenti frontiere terrestri, che hanno rafforzato il blocco di Gaza negli ultimi 11 anni. Un simile porto non solleverebbe Gaza dal controllo totale, storicamente arbitrario e oppressivo, più spesso punitivo, quando non apertamente criminale, di Israele sulla popolazione.

Nel piano israeliano per un porto o nella proposta chiamata “l’accordo del secolo” dagli Stati Uniti (ancora da svelare completamente), non vi è alcuna promessa di un cambiamento positivo per la popolazione di Gaza o di sostanziale sollievo dal blocco. Ciò però non significa che non c’è una ragione di profitto per Israele e per i suoi alleati.

I denominatori comuni delle proposte ventilate di porto di Gaza di Israele e Stati Uniti e di altri loro sostenitori si intrecciano tra loro:

1- In tutte le proposte il porto non si trova in terra palestinese. Le località proposte sono El Arish in Egitto, Cipro o, in versione più creativa, una nuova isola artificiale al largo di Gaza. Si rivendicano ragioni di sicurezza per queste scelte, ma emerge che potrebbe non essere l’unica ragione, come qui di seguito.

2-In tutte le proposte è richiesto che le spese per costruire e gestire il porto siano sostenute da “parti internazionali”; queste potrebbero variare in base alla posizione proposta per il porto, suggerendo che ci sarebbe una gara d’appalto aperta alla migliore offerta per sostenere l’egemonia israeliana continua su Gaza e favorire la sua estensione nel Mediterraneo. Sarà Israele a dare il permesso finale di costruire un porto soggetto alla sua esigenza di controllo politico e pratico del blocco di Gaza e ad acquisire maggiori profitti e potere politico nell’area mediterranea in generale.

3-In tutte le proposte il controllore unico del porto sarà Israele, le sue regole prevalgono su qualsiasi insieme di regole internazionali. Sarà Israele a determinare le regole di funzionamento, a decidere chi lavora lì, chi serve nella sicurezza, nei servizi ecc. E, naturalmente, cosa e chi passa attraverso una serie di regole di ordinamento autodeterminate. Poiché le spese per questo saranno a carico della comunità internazionale, questa legittimerà quindi queste regole, analoghe a quelle che ora governano il confine terrestre di Gaza, negando la libertà per Gaza a qualsiasi livello.

La “soluzione o affare del secolo” in effetti, sotto ogni punto di vista, ma solo per Israele.

Abbiamo chiesto un anno fa, e continuiamo a chiedere, che l’Europa si assuma la responsabilità dei disastri che il suo cieco sostegno ai governi israeliani ha prodotto e continua a permettere di essere condotti in Palestina, e che agisca per ripristinare i legittimi diritti alla libertà per il popolo di Gaza.

Abbiamo chiesto che l’Europa utilizzi i meccanismi già esistenti, che potrebbero garantire più rapidamente l’autodeterminazione dei palestinesi su ciò che commerciano, con chi commerciano, chi viaggerà e chi tornerà a casa.

Abbiamo chiesto un anno fa, e chiediamo ancora, che l’Europa agisca verso la rimozione totale dal blocco di Gaza esercitando equità nei confronti del popolo di Gaza, in accordo con le leggi internazionali e le deliberazioni ONU.

Qualsiasi altra posizione, nelle circostanze attuali, sarebbe la collaborazione per favorire l’asservimento della popolazione di Gaza e la dissoluzione della Palestina.

Ed è anche il momento che l’Europa mostri al suo popolo che le parole usate così spesso come “equità” e “preoccupazione per i diritti umani” e “autonomia del popolo” significano azioni.

Noi, le persone, i movimenti, le associazioni che lottano perché la Palestina raggiunga la libertà e la dignità e i diritti umani e le necessità della Palestina siano soddisfatti, scriviamo oggi per onorare la gente di Gaza, la marcia del ritorno e condividere il dolore per il martirio di così molte delle vostre persone, bambini, giovani e adulti.

نداء لدعم حملة عالمية من أجل قطاع غزة

 

إن حياة شعب غزة في خطر داهم، وعلينا نحن شعوب العالم وجمعياته ومنظماته ومذاهبه الدينية كافة، مسؤولية التصرف، حيث فشلت القرارات الدولية السابقة، لوضع هذه الإبادة الجماعية البطيئة على جدول الأعمال الدولي.

 

قبل كل شيء، يجب أن نوّجه الأنظار الى الحصار الذي تفرضه السلطات الإسرائيلية وتدعمه الحكومة المصرية على غزة. تقع مسؤولية الحصار أيضا على حلفائهم الذين يتواطؤون بشكل مباشر أو غير مباشر في حرمان شعب غزة من حقوق الإنسان والإمدادات الأساسية والأدوية ومعالجة مياه الصرف الصحي والمياه الصالحة للشرب والطاقة وحرية التنقل.

 

ما يجري ليس بكارثة طبيعية، ولكنه من صنع الإنسان.

إن الخنق البطيء لقطاع غزة لا يبرز تضحية المدنيين هناك فحسب، بل يبرز أيضاً ما تبقى من الأمل من أجل استقلال وحرية ومستقبل فلسطين.

 

نحن مواطنو العالم، وإذ نشعر بقلق بالغ إزاء محنة شعب غزة، نستشعر بأنه من مسؤوليتنا المطالبة بتحريرهم، وهي خطوة أساسية نحو تحرير فلسطين والحفاظ عليها.

 

لمن يسأل: “من يستفيد من بقاء غزة على قيد الحياة؟” فإن الإجابة واضحة: المليونان من البشر الذين يعيشون في غزة وثلاثة ملايين إنسان يعيشون في الضفة الغربية والقدس الشرقية.

 

إن حصار غزة مستمر منذ عشر سنوات. وكان اتفاق وقف إطلاق النار عام 2014 بين حكومة غزة وفصائلها والحكومة الإسرائيلية قد شمل مفاوضات لفتح حدودها البرية وبناء ميناء بحري، ما يساعد على التخفيف من الحصار.

 

على مدى السنوات الثلاث التالية، مع بعض الاستثناءات النادرة التي قامت بها بعض الجهات المارقة، قام قطاع غزة بالوفاء بجانبه من الصفقة. لكن الإسرائيليين لم يوفوا بوعودهم: فإسرائيل تقوم باعتداءات شبه يومية من البر والبحر والجو، وقتلت ما لا يقل عن ثلاثين من سكان غزة، بمن فيهم صيادين. وبدلاً من تنفيذ الاتفاق الذي تمّ التوصل إليه بوساطة منها ، شددت السلطات المصرية الحصار وزادت من معاناة القطاع من خلال نسف وإغراق الأنفاق مع غزة، وتنفيذ إغلاق شبه تام لمعبر رفح، وهي نقطة العبور البديلة الوحيدة للأشخاص والأغذية والأدوية وغيرها من الإمدادات المدنية التي لا تسمح إسرائيل لها بدخول القطاع.

 

ولم تحترم إسرائيل حتى الاتفاقيات المفصّلة التي تم التوصل إليها مع الأمم المتحدة بشأن إدخال مواد البناء لإعادة بناء آلاف المنازل المدمرة.

 

لقد تسببت في وفاة المئات من جرّاء نقص الأدوية والعلاجات مثل العلاج الإشعاعي والعلاج الكيميائي، وأدوات التشخيص والرعاية، وسيموت عدد إضافي حتماً بسبب تلوث البيئة والفقر وما يترتب على ذلك من سوء تغذية لدى قطاعات السكان الأكثر هشاشة، وخاصة الأطفال. كما أصبح وضع الكهرباء والوقود والصرف الصحي والماء غير محتمَل ولا يمكن تبريره، مما له من أثر شديد على الصحة العامة. وقد أدى انهيار الأنشطة الإنتاجية والتجارية إلى معدل بطالة يزيد على 40%، مما أدى إلى شعور باليأس بين السكان، خاصة بين الشباب.

 

وقد أخفق الاتحاد الأوروبي—الصامت حالياً—في الحفاظ على التزاماته السابقة وبالأخص فيما يتعلّق بإبقاء حدود رفح مفتوحة، في إطار آلية يوبام EUBAM المعمول بها حاليا. وبالمثل، فقد تخلى الاتحاد عن مشروع متفق عليه لإنشاء ميناء غزة. وقد ورد كلاهما في اتفاقات عام 2014 لوقف الأعمال القتالية.

 

فشلت الأمم المتحدة في تنفيذ قراراتها العديدة.

 

وقد حثّتنا على التحرّك أيضاً، النداءات التي أطلقها مجلس منظمات حقوق الإنسان الفلسطينية، ومنظمة أطباء من أجل حقوق الإنسان، والإدانة التي عبر عنها مركز للدفاع عن حريّة الحركة (جيشاه–مسلك)، والعديد من النداءات الأخرى التي يتم إطلاقها حالياً لتنظيم حملة دولية من أجل قطاع غزة؛ ليس من أجل تلبية الطلبات الطارئة فحسب، بل أيضاً تلبية الاحتياجات الجوهرية والأساسية..

 

ان قائمة التدخلات المطلوبة طويلة—لأن التقاعس استمر لفترة أطول—وسوف تستمر بالتصاعد حتى يحدث التغيير المطلوب.

ولكن الوقت يداهمنا من أجل العمل لإيصال ما يحتاجه القطاع بشكل عاجل وملّح.

 

لا يمكن ضمان الحق في الصحة وفي الحياة إلا من خلال نظام صحي يعمل بكامل طاقته، وذلك بتوفير البنى التحتية الأساسية ومن خلال إعادة العافية الى الاقتصاد في غزّة، وهذه المسؤولية تقع على عاتق السلطات التي تفرض الحصار. ومع عدم وجود مواعيد نهائية أو عقوبات صارمة ضدها، تجاهلت اسرائيل القوانين الدولية الإنسانية التي تلزم دولة الاحتلال بتوفير احتياجات السكان تحت الاحتلال وانتهكتها لفترة طويلة جدا؛ إنّ الوقت قد نفد الآن.

 

وفي إطار وضع خطة متكاملة وتوفير الأدوات، لمواكبة الخطوة الأولى في ممارسة الضغط الدولي على السلطات الإسرائيلية وذلك للوفاء بمسؤولياتها والتزاماتها بموجب القانون الدولي، سيكون من الضروري أن نكون على استعداد لتلبية احتياجات الشعب الفلسطيني الأساسية مباشرة وأن يتم ذلك ضمن إطار مستقل عن الأطراف التي تنكر هذه الاحتياجات وتدعم الحصار.

 

لذلك، نطلب من المجتمع الدولي للدول، والاتحاد الأوروبي والأمم المتحدة أن تتصرف فوراً وعلى أساس خطة عمل طويلة الأجل. وهناك بالفعل أموال مجمدة ومشاريع معتمدة يمكن أن تستوعب العديد من الطلبات التالية:

 

-إمدادات فورية ومستقرة من الأدوية والأجهزة الجراحية الطبية والأدوات الطبيّة ومستلزماتها لتغطية العجز بسرعة في توفير وصيانة الخدمات الصحية.

 

– توفير خط إمداد مستقر من الوقود لتوليد الطاقة، وتوفير كابلات كهرباء جديدة لتلبية الاحتياجات أثناء إنشاء محطة توليد كهرباء ثانية في غزة.

 

– فتح يوبام EUBAM لمعبر رفح بشكل فوري وعلى مدار الساعة.

 

– إنشاء محطة لتحلية المياه من الحجم اللازم لتوفير مياه الشرب للمجتمع بأسره.

 

– إنشاء الميناء البحري الموعود مع ضمان تفعيل خدمة ركاب وشحن عبر سفن صغيرة بين غزة وقبرص.

 

– تأمين محطات الطاقة الشمسية لكافة منشآت المستشفيات التي تخدم أكثر من 500 مريض في الشهر ولإدارات الرعاية المتخصصة بغض النظر عن عدد المرضى الذين يتم علاجهم، وفي هذه الأثناء، توفير الوقود بشكل مؤقت لتغطية احتياجات المولدات الموجودة.

 

– تسليم الإسمنت والأصناف الأخرى اللازمة لإعادة بناء المساكن التي سبق أن تأكدت منها الأمم المتحدة والأونروا.

 

– إعادة بناء شبكة الصرف الصحي المدمرة وتوسيعها لتلبية احتياجات السكان.

 

– إنشاء وبناء خدمات ومحطات إعادة التدوير والتخلص من القمامة.

 

– منح الوصول المستقل إلى الاتصالات الهاتفية وعبر الأقمار الاصطناعية.

 

– فتح إمكانية إنتاج واستخدام المنتجات المحلية للتجارة في الخارج وشراء السلع الاستهلاكية من السوق الحرة.

 

إذا تمت تلبية أي من الطلبات المذكورة أعلاه، فسيتم إعادة الحياة الى الاقتصاد وسيشهد قطاع التعليم أيضاً تحسينات؛ فتداول الأموال والسلع سيعود الى غزة، وقد يكون للشباب مرة أخرى مستقبل يتطلعون إليه.

 

لم يعد بالإمكان السكوت عن الإبادة الجماعية البطيئة المفروضة على شعب غزة.

إن غزة الحرة تمثل المنفذ الصحي الوحيد لإقامة عملية ديمقراطية وتقرير المصير في فلسطين.

 

ومن ثم فهي أيضاً الخطة الواقعية الوحيدة للسلام. فلنتصرف الآن!
