Gentilissimi/e,

Siamo associazioni coinvolte da anni nella solidarietà internazionale, in particolare verso il popolo palestinese. Il nostro lavoro volontario è rivolto a sostenere i diritti della popolazione palestinese: vita materiale, salute fisica e mentale e istruzione/cultura in Palestina. Conosciamo quindi abbastanza bene la situazione in quella terra e di quella popolazione e gli eventi della storia recente.

Vi scriviamo dopo aver letto il comunicato della Farnesina del 14 agosto (1) sulla normalizzazione dei rapporti tra Israele ed Emirati Arabi Uniti e sulla “sospensione” dell’applicazione della sovranità dello Stato Israeliano su territori occupati illegittimamente ed illegalmente, un comunicato in cui si auspica che ciò serva a riaprire un dialogo Israelo-Palestinese per la soluzione genericamente detta di “due stati”.

Vorremmo che finalmente si uscisse dalla vaghezza sulla questione, e si smettesse solo di invocare una soluzione impossibile nello status quo sul terreno, vorremmo che si tenesse conto che dopo 27 anni di “dialogo” la persistente occupazione ha creato una situazione in cui i territori della Cisgiordania e Gaza, sono stati definitivamente separati con muri e barriere in modo che non ci possa essere né continuità territoriale né movimenti di persone o cose, se non in casi molto rari.

Oggi, lo stato israeliano non riconosce le sue frontiere e continua ad occupare porzioni crescenti di territorio palestinese. All’interno della Cisgiordania occupata, sono stati incuneati innumerevoli insediamenti illegali, 700.000 coloni e strade ad essi riservate, creando una situazione per cui neanche la Cisgiordania stessa ha continuità territoriale ma risulta frammentata in zone, circondate da muro e/o interrotte da territorio “riservato e militarizzato”.

Gerusalemme Est è soggetta a demolizioni di case palestinesi ed è isolata dalla Cisgiordania, e persino la possibilità di accedere alla moschea di Al Aqsa non è garantita.

In Cisgiordania si sono rese più frequenti demolizioni di case e micro e macro spostamenti forzati di palestinesi avvengono quotidianamente; cosi anche. le incursioni militari con abusi su civili, e lo spostamento illegale, compreso di bambini e donne, nelle prigioni israeliane dove sono incarcerati e spesso abusati fisicamente e psicologicamente, per lo più spesso senza imputazioni (detenzioni amministrative). Interi villaggi sono sotto minaccia da parte di coloni armati, che occupano, bruciano alberi e picchiano quotidianamente i contadini.

Ai Palestinesi è precluso il diritto al ritorno nelle terre di origine (2).

La popolazione di Gaza, fisicamente isolata da 13 anni, e le cui strutture civili (abitazioni, scuole, ospedali, strade, fognature, sistemi idrico ed elettrico) sono state distrutte ripetutamente e ampiamente dalle operazioni militari israeliane, non ha mai potuto vivere più di qualche mese senza crisi, a causa del continuo impedimento all’ingresso di beni essenziali (medicine, gas, elettricità). Quando a Gaza la popolazione ha scelto di manifestare in massa nel 2018, abbracciando forme di resistenza pacifica per rendere nota al mondo la situazione, la risposta è stata quella di attacchi “preventivi” da parte di cecchini, che hanno provocato 278 vittime, 17.000 feriti e circa 3.000 disabili a vita; tra le vittime anche disabili senza arti, bambini, paramedici e giornalisti, tutti ben identificabili dai militari. Oggi Gaza è sempre più strettamente assediata, attualmente sotto bombardamento da giorni, sprofondata in una crisi, a cui si è aggiunta anche la pandemia. Le risposte a queste crisi sono affidate all’intervento umanitario internazionale, sottoposto anch’esso tuttavia all’arbitrio del governo israeliano che centellina anche la possibilità per bambini gravemente malati di essere sottoposti a terapie essenziali alla sopravvivenza in strutture idonee.

Tutti questi comportamenti dell’occupante sono crimini secondo la legislazione e convenzioni internazionali, tra cui crimine di apartheid, di punizione collettiva, crimini contro l’umanità, come da definizioni della legislazione internazionale e dai documenti ufficiali e report di esperti dell’ONU e delle sue Agenzie (2-5)e sono attualmente all’esame della Corte Penale Internazionale per la Palestina oltre ad essere state documentate in un gran numero di documenti dettagliati dell’ONU e di associazioni israeliane, palestinesi ed internazionali.

Il fatto che questi crimini avvengano quasi quotidianamente dovrebbe essere oggetto di denuncia e sanzioni da parte della comunità internazionale verso Israele, e non garantire immunità, e men che meno può dare credibilità ad un dialogo già protrattosi proditoriamente per 27 anni.

In questo preoccupante contesto, dunque, la normalizzazione dei rapporti tra Israele e gli Emirati Arabi Uniti, non può nascondere il permanere di uno stato di fatto che comprime pesantemente e nega i diritti dell’intero popolo palestinese e prolunga indefinitamente le condizioni di instabilità dell’intera area. Per altro la sospensione della estensione di sovranità su una consistente parte del territorio occupato illegalmente, non sta cambiando le attività di espansione sul terreno né la decisione dell’attuale governo israeliano di estendere su di esso la piena sovranità, come ha precisato subito il primo ministro Netanyahu, ma semplicemente ne rinvia l’applicazione.

Crediamo quindi che l’Italia e l’intera Europa non possano limitarsi a dichiarazioni di auspicio, o peggio di plauso, ma debbano impegnare tutto il loro peso politico, morale ed anche economico e commerciale per imporre il rispetto dei diritti dei popoli e il raggiungimento di una pace che soddisfi tali diritti e non essere acquiescenti allo status quo della occupazione e annessione.

Come cittadini/e italiani/e, attenti alle vicende del popolo palestinese, vorremmo avere la possibilità di una interlocuzione con Voi per chiedere prese di posizione concrete mirate a porre fine alle discriminazioni, agli arbitri e spesso a vere e proprie persecuzioni a danno del popolo palestinese. Analoga azione stiamo proponendo insieme alle altre Associazioni per la Poalestina componenti il Coordinamento europeo, negli altri Paesi Europei e presso le Istituzioni comunitarie, mentre iniziative simili sono intraprese a livello internazionale da numerose associazioni di ebrei.

Dear / s,

We are associations involved for years in international solidarity, in particular towards the Palestinian people. Our voluntary work is aimed at supporting the rights of the Palestinian population: material life, physical and mental health and education / culture in Palestine. We therefore know quite well the situation in that land and that population and the events of recent history.

 

We are writing to you after reading the press release from the Farnesina of August 14 (1) on the normalization of relations between Israel and the United Arab Emirates and on the “suspension” of the application of the sovereignty of the Israeli state over illegitimately and illegally occupied territories, a press release in which was expressed hope that this will serve to reopen an Israeli-Palestinian dialogue for the generically called “two-state” solution.

 

We would like our Government to finally get out of the vagueness on the issue, and stop just calling for a solution impossible in the status quo on the ground; we would like it be taken into account that after 27 years of “dialogue” the persistent occupation has created a situation in which the territories of the West Bank and Gaza have been definitively separated with walls and barriers so that there can be neither territorial continuity nor movement of people or things, except in very rare cases.

 

Today, the Israeli state does not recognize its borders and continues to occupy increasing portions of Palestinian territory. Within the occupied West Bank, countless illegal settlements, 700,000 settlers and roads reserved for them have been wedged, creating a situation in which not even the West Bank itself has territorial continuity but is fragmented into areas, surrounded by walls and / or interrupted by territory ” reserved and militarized “.

East Jerusalem is subject to Palestinian house demolitions and isolated from the West Bank, and even access to the Al Aqsa mosque is not guaranteed.

House demolitions have become more frequent in the West Bank and forced micro and macro displacements of Palestinians occur daily; so too. military incursions involving civilian abuse, and the illegal movement, including of children and women, into Israeli prisons where they are incarcerated and often physically and psychologically abused, mostly often without charges (administrative detentions). Whole villages are under threat from armed settlers, who occupy, burn trees and beat farmers daily.

Palestinians are denied the right to return to their lands of origin (2).

The population of Gaza, physically isolated for 13 years, and whose civilian structures (homes, schools, hospitals, roads, sewers, water and electricity systems) have been repeatedly and extensively destroyed by Israeli military operations, have never been able to live longer than a few months without a crisis, due to the continuous impediment of entry of essential goods (medicines, gas, electricity). When in Gaza the population chose to demonstrate en masse in 2018, embracing forms of peaceful resistance to make the situation known to the world, the response was that of “preemptive” attacks by snipers, which resulted in 278 victims, 17,000 injured and about 3,000 disabled for life; among the victims also disabled people without limbs, children, paramedics and journalists, all easily identifiable by the Israeli military. Today Gaza is increasingly tightly besieged, currently under bombardment for days, plunged into a crisis, to which the pandemic has also been added. The responses to these crises are entrusted to international humanitarian intervention, which is also subjected to the will of the Israeli government, which also sips the possibility for seriously ill children to be subjected to essential therapies for survival in suitable structures.

All these occupier behaviors are crimes under international law and conventions, including apartheid crime, collective punishment, crimes against humanity, as per definitions of international law and official documents and expert reports of the UN and the its Agencies (2-5) and are currently under consideration by the International Criminal Court for Palestine as well as having been documented in a large number of detailed documents of the UN and of Israeli, Palestinian and international associations.

The fact that these crimes occur almost daily should be subject to denunciation and sanctions by the international community against Israel, and not guarantee immunity, let alone give credibility to a dialogue that has already lasted treacherously for 27 years.

In this worrying context, therefore, the normalization of relations between Israel and the United Arab Emirates cannot hide the persistence of a de facto state that heavily compresses and denies the rights of the entire Palestinian people and indefinitely prolongs the conditions of instability of the whole area. On the other hand, the suspension of the extension of sovereignty over a large part of the illegally occupied territory is not changing the expansion activities on the ground nor the decision of the current Israeli government to extend full sovereignty over it, as the Prime Minister immediately specified. Netanyahu, but simply postpones its application.

We therefore believe that Italy and the whole of Europe cannot limit themselves to declarations of hope, or worse, of applause, but must commit all their political, moral and also economic and commercial weight to enforce respect for the rights of peoples and the achievement of a peace that satisfies these rights and not acquiesce to the status quo of occupation and annexation.

As Italian citizens, attentive to the events of the Palestinian people, we would like to have the possibility of a dialogue with you to ask for concrete positions aimed at putting an end to discrimination, to arbitrators and often to real persecutions to the detriment of the people. Palestinian. We are proposing a similar action together with the other Associations for Palestine that make up the European Coordination, in the other European countries and at the community institutions, while similar initiatives are being undertaken at an international level by numerous Jewish associations.
